What are the health regulations to enter Italy?

The Health Minister issues ordinances concerning the rules to travel to Italy with regards to the current pandemics, including limitations, documentation, self isolation requirements and so on. 

Countries are divided into groups that share the same rules, the lists of countries are updated periodically.

Can I Travel to Italy? What are the requirements?

If you are unsure about requirements and obligations for returning to Italy, contact directly the Italian Consulate of your area, the airline company, and the authorities of your country.

For travel from Italy to foreign countries, it is recommended to consult the Country profile on ViaggiareSicuri and also to contact the relevant Embassy or Consulate in Italy.

Digital Passenger Locator Forms (dPLF).

Digital Passenger Locator Forms (dPLF).

These are forms with which you provide contact information about the address of your stay in Italy , to allow the Italian Health Authority to contact you promptly if exposed to a diffusive infectious disease during a trip by plane.

It will be the responsibility of the carrier to verify that the dPLF has been completed before boarding the passenger.

Failure to complete will result in denial of boarding.

Passengers are also required to register on their arrival (see below).

For more information, it is recommended to consult the above-mentioned Ordinances, the website of the Ministry of Health and the airlines concerned.

To fill in the dPLF it is necessary:

  • Connect to the site https://app.euplf.eu/;
  • Follow the guided procedure to get to the dPLF;
  • choose Italy as the destination country;
  • register on the site by creating a personal account with username and password (you need to do it only the first time);
  • fill in and send the dPLF following the guided procedure.

Once the form has been sent, the passenger will receive the dPLF in pdf and QRcode format at the e-mail address indicated during registration, which must be shown directly from their smartphone upon boarding. Alternatively, the passenger can print a copy of the dPLF to show at boarding.

The dPLF must be submitted before boarding.

However, the field relating to the seat number assigned on the flight will always be editable.

One form must be completed for each adult passenger; accompanied minors can be registered on the accompanying adult's form.

How can I register my arrival in Milano? Do I have to Self-isolate?

On the website you will find: 

Link to a form where you will be able to register your arrival in Milano and the start of your self-isolation and get a follow-up and est by ATS. (A courtesy translation of the registration form into English is provided on the same page).

A table useful to assess if and when to get tested before  and after your flight, if and how long to self-isolate, if and when you have to get tested to finish self-isolation.

ATS will follow up with you and contact you for the final test via e-mail.

You can also take a private test and send the results to ATS at the address provided on the page.

 

How can I get the third dose / booster dose of Covid-19 vaccination??

You can now get the third dose aka the booster dose: if you completed the primary cycle of vaccinations 4 months ago (120 days ago).

The third dose is meant to be a booster dose for the m-RNA vaccines.

  1. Click on the button: Prenota il vaccino;
  2. Click on the link in the second paragraph Sei uno straniero in possesso del codice STP, di un Codice Fiscale italiano o di un Codice Univoco ad 11 cifre emesso dalla Prefettura, effettua una richiesta di abilitazione alla prenotazione al seguente link;
  3. Fill out the form, you will need the tax code (codice fiscale) your personal details and an Italian mobile number.
  4. Wait for SMS verification. Type the number you get via SMS in the confirmation field and submit.
  5. You will be prompted with a confirmation that you will be put on the database by 24/48 hours
  6. They will send an SMS to you in 24-48 hours. (SMS is standard message, but it will tell you you are on the database. You can also try the following passages after 24/48 hours);
  7. Then repeat step 1
  8. This time click on the link in the first paragraph: Se sei un cittadino italiano iscritto all’A.I.R.E., un cittadino straniero, se fai parte del personale navigante (SASN), o rientri in una delle categorie indicate nell’Ordinanza n.7/2021 del Commissario straordinario per l’emergenza COVID-19 del 24 aprile 2021 (Personale Diplomatico, Personale di enti ed organizzazioni Internazionali), puoi gestire l’appuntamento al seguente link;
  9. Complete the form, selecting the category Cittadino straniero con codice fiscale/univoco, provide the region where you wish to get your vaccine (Lombardia), province (Milano) and city (Milano) and the postal code of your area then choose from a selection of places and time slots for the vaccine;
  10. You will get a confirmation and a QR code that you can screenshot or print out.
  11. A confirmation SMS will be sent to your phone number;
  12. And then you are done, ready for going to your appointment!

During the appointment, you might be offered a flu jab as well.

How can I book my Covid-19 Vaccination in Milano?

  • Students who voluntarily enrolled with the Italian NHS should be able to book online: as a backup resource, you can call the Regione Lombardia Covid-19 number 800 894545, choose 1 and then 2 and get your appointment with the help of an operator, alternatively use the method below:
  • Students that have neither the EHIC nor National Health System card:

I was vaccinated with Sinovac, Sputnik V and other vaccines out of EMA list. What can I do for the Green Pass?

According to the Ministry of Health (see the relevant circular), citizens vaccinated abroad with a complete vaccintion course not authorized by EMA may receive a booster dose with m-RNA vaccine starting from 28 days and up to a maximum of 6 months (180 days) from the date of their last dose of the first course of vaccination.

Walk-in any vaccination center in Milano with ID, tax code, vaccination certificate (see below).

You'll be asked for an Italian cell phone number and e-mail.

The completion of this integrated vaccination course is approved for getting the Green Pass.

If over 6 months have passed from the completion of the first course of vaccination with vaccines not authorized by EMA, as well as in case of incomplete vaccination course, it is possible to get a complete primary vaccination cycle with m-RNA vaccine. See the relevant paragraph

If you have to travel to Italy, make sure you get a vaccination certificate issued by your State or local health authority. It must contain at least the following:

  • identification data of the owner (name, surname, date of birth);
  • data relating to the vaccine (name and lot);
  • date (s) of administration of the vaccine;
  • identification data of the issuer of the certificate (State, Health Authority).

As recommended the Vaccination certifications are already accepted, it is advisable to obtain yours in at least one of the following languages:

  • Italian;
  • English;
  • French;
  • Spanish.

What is the Super Green pass?

According to the law Decree 26/11 n.172:

The validity period of the Green Pass is reduced from the current 12 to 9 months.

The Green Pass obligation is extended to other sectors: hotels; changing rooms for sports activities; regional and interregional rail transport services; local public transport services.

Starting from December 6, 2021, Those who are either fully vaccinated or healed form Covid-19 will get the the so-called reinforced Green Pass to access:
◾Live Shows
◾Sports events
◾Indoor dining
◾ Parties and discos
◾Public ceremonies

What can I do during self-isolation?

What to do:

  • Stay home and relax:) (it is a great opportunity for incoming students to face their paperwork, meet the welcome staff at their University, take a YesMilano One-Stop-Shop appointment)
  • Measure your body temperature twice a day - morning and evening.
  • If you share your apartment, all occupants must self isolate with you (the count of the days starts from the last who arrives).
  • Limit as much as contacts with cohabitants: stay in different rooms, don't share personal objects, wear a mask in common spaces whenever possible.
  • PCs, tablets and smartphones, and personal objects should not be shared.

If you have to submit your application for Residence Permit, you can do so by 8 days after the end of the self-isolation period

I have the Green Pass. Can I arrive and stay in Milano and use all services and venues?

Green Pass Holders (EU Students + Students vaccinated in Italy + Countries with an agreement with the EU)

The COVID-19 Green Certification is required in Italy to access any type of indoor dining service, shows, events and sports competitions, museums, institutes and places of culture, swimming pools, gyms, wellness centers, fairs, festivals, conferences, and congresses, spas, amusement parks, cultural and recreational centers, gambling halls and casinos, public competitions.

In addition to the EU countries, a growing number of countries agreed to adopt the system. Read the full list and extensive information on European Green Certificate.

I am from outside the EU and vaccinated. Can I provide a Certification equivalent to Green pass?

Types of certificates of vaccination / healing certificates equivalent to the Green Pass

According to the Ministry of Health circular letter if you are not EU citizen and got your vaccine in your home country, you can use a vaccination certificate issued by your State or local health authority. It must contain at least the following:

  • identification data of the owner (name, surname, date of birth);
  • data relating to the vaccine (name and lot);
  • date (s) of administration of the vaccine;
  • identification data of the issuer of the certificate (State, Health Authority).

Vaccination certifications, in paper and/or digital format, must be drawn up in at least one of the following languages:

  • Italian;
  • English;
  • French;
  • Spanish.

If the certificate was not issued in one of the four languages ​​indicated, it is necessary a sworn translation attached to it.

The validity of vaccination certificates is the same as for the COVID-19 green certification (EU digital COVID certificate) issued by the Italian state.

For the above uses, the vaccines currently accepted in Italy and authorized by EMA are:

  • Comirnaty (Pfizer-BioNtech);
  • Spikevax (Moderna);
  • Vaxzevria (AstraZeneca);
  • Janssen (Johnson & Johnson);
  • Covishield (Serum Institute of India)*;
  • R-CoVI (R-Pharm)*;
  • Covid-19 vaccine-recombinant (Fiocruz)*.

The healing certifications must contain at least the following:

  • identification data of the owner (name, surname, date of birth);
  • information on the holder's previous SARS-CoV-2 infection, (including date of the first positive swab);
  • identification data of the person who issued the certificate (State, Health Authority).

All healing certifications, in paper and/or digital format, must be accompanied from a sworn translation into Italian.

The validity of the healing certificates is the same as for the COVID-19 green certification (EU digital COVID certificate) issued by the Italian State.

You can also submit your documentation to get access to the Green Pass (see next paragraph).

How can I get the Green Pass? I am not registered with the Italian Public Healthcare but I got vaccinated in Italy

If you are not registered with the SSN but got vaccinated in Italy, you can get the Green Pass through a dedicated webpage.

Choose Utente non iscritto al SSN vaccinato in Italia - Enter the tax code or identifier assigned to access the vaccination and the date of the last dose - solve the Captcha.

I got vaccinated / healed from Covid-19 abroad. How can I submit documentation for the green pass?

Go on the ATS website and learn how to get the green pass if you have been vaccinated in Italy (see also the paragraph below.

If you've been vaccinated outside Italy you will click on the bottom of the page the link:

Medical information If you are in Milano

Medical advice (including for Covid-19 related symptoms)

If you have doubts, questions, or you need medical advice and you have a European Health Insurance Card, get in contact with a General Practitioner (GP) in your area (Medico di Medicina Generale /MMG convenzionato SSN in Italian, you can consult this database)

If you are enrolled in the Italian National Health System/SSN (details on how to enroll as students here), refer to your assigned family doctor.

If you have symptoms that can be associated with Covid-19, call your doctor or the toll-free regional number 800894545.

When GPs are off-duty and for all people that need medical advice or to enter Covid-19 surveillance even without EHIC or SSN enrollment, call the after-hours Medical Assistance Continuity Service (dial 116117) open from 8:00pm to 8:00am all days and 24h on holidays and days before holidays. The answering voice menu is in Italian: press number 1 ("continuità assistenziale") and hold on until the triage operator answers. English-speaking personnel is available.

ONLY if symptoms are severe and/or life-threatening, such as high fever and respiratory difficulty, call the emergency number 112 but don't show up independently in a hospital's ER. Read our guide on How to place a 112 emergency call

Mask mandate

In the city, it is mandatory to maintain social distancing

Always wear a mask, covering mouth and nose, except:

- outdoors, when a distance of at least 1 meter between people is guaranteed 
- while eating or drinking in public places, where and when this is allowed;
- when you are home alone or just with your cohabitants.

Wash your hands thoroughly and frequently with soap and water or alcohol-based products. Try to avoid touching eyes, mouth and nose.

Private Covid tests

Private diagnostic labs, hospitals and pharmacies offer molecular swabs and serological tests at a variety of prices. We are not able to provide a full list of private medical operators in Lombardy, but we recommend you consult a doctor or your private medical insurance to verify whether you need to test and what kind meets your needs.

Also, if the test is required for travelling, consult with the airline or the competent Consulate.

Immuni tracking app

The app sends notifications to people who were in close contact with a user who has tested positive for the COVID-19 virus, alerting them of the risk of infection. Thanks to Bluetooth Low Energy technology, this occures without the app gathering any personal data on the identity or location of users.

Tax Code & Revenue Agency operations

The territorial branches of the Italian Revenue Agency (Agenzia delle Entrate) Branches can be reached through e-mail, as they operate in distance working mode. Many operations can be made online through simplified procedures.

Getting the Tax Code /Codice Fiscale is possible by sending an email to any Revenue Agency Office listed in this article. 

For all incoming students who are still in their home country, unless the University can provide it for you, the Tax Code has to be requested at the nearest Italian Consulate. The same procedure applies to foreign professionals.

When in Italy, the Codice Fiscale can be requested to the nearest Revenue Agency office.

Students can get full assistance on the Fiscal Code Number in their One-Stop-Shop appointment.
 

Public Health System

If you have to apply for your first Voluntary registration, or register with your S1 form, you have to take an in-person appointment.

The Registry Offices

The application process for Residence is fully online, therefore you won’t need to go to the City Registry.
