Foreign nationals in Italy with an EC long-term residence permit or a residence permit of at least one year can seek family reunification. This allows you to bring your immediate family members to Italy to maintain family unity. Eligible family members include spouses, children (of legal age if unable to provide for essential needs due to health issues), and dependent parents.

Requirements for family reunification

To obtain the nulla osta, it is necessary for the spouse who is legally residing in Italy to submit the request for approval for reunification at the Immigration Desk (Sportello Unico per l’Immigrazione), using the dedicated computerized procedure available on the Ministry of the Interior's website

N.B. The Nulla Osta is not required for foreign family members of Italian citizens, citizens of the European Union, or citizens of a state party to the Agreement on the European Economic Area (Iceland, Liechtenstein, Norway). 

From the date of the nulla osta request, it takes up to 180 days for the issuance. Once the nulla osta for family reunification is obtained from the Immigration Desk, the family members for whom the nulla osta was requested can apply for an entry visa to Italy at the competent Italian diplomatic-consular authority for the country of origin at the time of application. They must submit the certification attesting to the relationship, hence the marriage or birth certificate. The documents need to be translated and legalized and then must be presented in their original form at the immigration office counters, especially to include minors on the joint residence permit of the spouse. 

Required documents for requesting the Nulla Osta

1 - Personal documents 

  • copy of passport (data page) both for the applicant and family members abroad; 
  • Copy of a valid residence permit (card, permit), or a copy of an expired permit with the receipt for renewal application; 
  • Tax code of the applicant; 
  • Family status certificate of the applicant issued by the municipality of residence with the mention "for immigration use" 

 

2 - Documents related to accomodation 

  • Photocopy of the lease/loan/sale agreement; 
  • Receipt of registration and/or renewal of the lease/loan agreement; 
  • Certificate of habitability and health, issued by the Municipality for family reunification purposes; 

 

In case of hospitality at third-party property: 

  • Declaration drafted by the owner(s) of the lease on "S1" for minors (Appendix 1) and "S2" (Appendix 2), confirming consent to host the family members to be reunited, accompanied by a copy of their identity document or residence permit; 
  • Family status certificate of the host issued by the municipality of residence with the mention "for immigration use"; 
  • Declaration from the property owner drafted on "S2," specifying the property to be used, accompanied by a copy of the identity document and the contact number of the undersigned. 

 

3 - Documents related to worker’s income 

 

Subordinate workers 

  • For the previous year, income statement (CU) or equivalent document with the presentation receipt; 
  • Form 730/Single in case of multiple employers for the previous year; 
  • Copy of the employment contract (unilav) and any subsequent changes; 
  • Last 3 payrolls; 
  • Form "S3" (Appendix 3), drafted by the employer/legal representative of the company confirming the current employment relationship and the monthly salary paid; 
  • Copy of the employer's identity document, duly signed by the employer 

 

Self-employed workers 

  • Certificate of registration with the Chamber of Commerce
  • VAT registration certificate; 
  • Municipal license, if required; 
  • For the previous year, personal income tax return (Modello Unico) or equivalent with attached electronic submission receipt; 
  • For the current year, detailed accounting statement (indicating revenues, expenses, and all costs related to the activity, including obligations), to be stamped and signed by the authorized professional with attached copy of their identity document, professional card, or updated chamber registration related to the activity; 
  • Copy of purchase and sale invoices related to transactions carried out in the current year for balancing; 
  • Copy of model F24 related to mandatory social security contribution payments; 
  • Copy of documentation related to registration payments to INPS (National Social Security Institute) and INAIL (National Institute for Insurance against Accidents at Work). 

 

For the issuance of Model 209 (residence permit application) and the integration agreement for foreign citizens entering Italy with a family reunification visa following a nulla osta, the procedure is as follows: 

Send an email to the address richiestapermesso.pref_milano@interno.it containing the following documents: 

  • Applicant's passport 
  • Applicant's residence permit (front/back) 
  • Nulla osta of the family member being reunited 
  • Copy of the family member's passport 
  • Tax code of the family member being reunited (if applicable) 

After sending the aforementioned documentation, the residence permit request and any integration agreement will be sent via email. Please note that failure to provide the complete documentation listed above will result in the denial of the residence permit request and the integration agreement.
